while jeff may be correct ( i don't use basic versions of windows), some netbooks come w/ linux as well as many other versions of windows.

You probably have Windows 7 Starter which does not allow you to change the desktop background image. If you wish to have this feature you need to upgrade to Windows 7 Home Premium.
