the above answer is correct, but if it is in a home situation, start in safe mode and change it that way..Screensaver tab greyed out ??
If this is a work situation, that tab may have been disabled through Group Policy and there is really nothing that you can do about it....
get a policy editor, used to be called poleedit I think. unfortunately sometimes if you have evil sysadmins they make eveything reset on a relogin.
