I see this is a Resolved Question but you see, the users can always right click a picture and select ';Set as Desktop Background';. That picture becomes the wallpaper. Although users cannot select pictures as wallpapers using Display Properties.

if you are on an network and have acess to a server go on the server go in active directory for users and groups and right click on there name and go propties and that make you have acess to what they do
You can do it with a group policy...
Active Desktop Security Policies
Active Desktop security policies include, Restrict users to change the wallpaper, Restrict adding of any desktop items, Restrict deleting any desktop items, etc.
If they don't want to work they'll find other things to waste their time on so you shouldnt waste your time on this.
Why not offer incentives to reward the ones who do their work quicker and better?
I am sure you can find ways to make them more productive without getting them to hate you, which is just what you will achieve by treating them like children.
Besides, it just took me 1 second to change my wallpaper. You could always deduct ONE CENT off their pay for every ten times they changed their wallpaper.
