How would it be possible to block computer setting changes on a public computer?

Such as computers in an internet cafe, how can these computers be limited to being unable to change screensaver, background, and many other settings? How would it be possible to block computer setting changes on a public computer?
There is a much simpler way....

Download and use the free Windows Steady State and use the Disk Protection feature (see http://www.microsoft.com/windows/products/winfamily/sharedaccess/default.mspx)

you should also consider software like Surf Easy (see http://www.arinda.com.au/)How would it be possible to block computer setting changes on a public computer?
You need to setup Local Policies or Group Policies, check out http://support.microsoft.com/
ITS EASY U GET SOME SOFTWARES WHICH BLOCKS INTERNET SETTINGS TASK MANAGER AND DISPLAY SETTINGS WHATS MORE U CAN EVEN BLOCK SOME PROGRAMS GO TO WWW.SOFTPEDIA.COM AND DOWNLOAD ANY SECURITY BASE SOFTWARE FOR CAFE ALSO DOWNLOAD ZONE ALARM FOR A FIRE WALLED NETWORK GET ANY KEY IN WWW.PARADOXKEYGENS.COM AND MAKE SURE U HAVE MADE UR ADMINSTRATIVE ACCOUNT IN UR PCS

GOOD LUCK SE YA!
the best way is to create a user account without administrative rights on the machine have them use that account .

you can further more restrict the machines (xp pro)

with group policy

in xp to open the console

go to start then run and type MMC then hit enter

then the console will open then go to file and choose add snap in then click on add then choose the group policy object editor then click next and ok everything else

there is internet cafe software that lets you do all this

but you got to pay for it
