Screensaver & Background tabs?

The Screensaver and Background tabs are missing when I go to 'Display'. I'm unable to adjust or change anything. Could they have been accidentally turned off somehow? How can I get them to appear again? I'm running a Windows XP.Screensaver %26amp; Background tabs?
Go to the link below and scroll down to line 285 and in the right column click on ';Restore All Display Tabs'; to download a reg file fix. Save the REG File to your hard disk. Double click it and answer yes to the import prompt.
